Pandemic mask deniers and safe distancing rebels.

As a former surgical nurse, and retired insurance agent/owner/broker, I have a suggestion regarding the pandemic mask deniers and safe distancing rebels.
Every church, restaurant, store, beauty shop, barbershop, or anyone that is currently allowing the public to come to their places of business, or the beaches, must sign a release form documenting their visits, with a statement that they are aware by doing so they may be denied medical help that can definitely place front line workers and others, in danger should they become ill with the Covid19 virus. Should they attempt medical treatment, they must be made aware that it will, indeed be required to pay a $1000 fine (which definitely wouldn't be enough to cover any medical expenses, etc., but it may make them think about their devil-may-care actions) in the event that they do become ill by not adhering to guidelines.
