Why can't I comment on a few diaries?

I have TU status and am able to comment on most diaries. And I understand that diaries of a certain age stop taking new comments. But I have noticed some recent diaries where I was unable to post any comments because no link to reply or Post a comment shows up in the diary for my view. It happens very rarely and wonder if this is because a diary writer is able to block users selectively? (not that it would make sense as I do not know the authors of those diaries).

    Can you link to an example of a diary that you cannot comment in?

    That diary was posted on May 22nd. IIRC, one can only add comments to a diary for 7 (?) days.

    I remember going to that diary 2-3 days ago. Must have gone right after the 7th day. IN any case, didn't realize it was only a 7 day window. Assumed 2 weeks or so. A 7 day window is too short in duration for indepth discussions of some complex policy related diaries. I dont even know why they even bother putting time limits.
