What does the small circle next to the username in comments mean?

I have done several searches here about this but haven’t found an answer. But I was wondering what does the small circle next to a username in the comments mean. Sometimes it is solid orange-red and sometimes it is hollow/white. And sometimes I have seen it change from solid to hollow. I haven’t yet seen it change from hollow to solid. I was just curious about this and what the difference between solid and hollow means, and why does it change sometimes. Thank you for helping with this little question from a curious old guy who is willing to say D’oh!

    It indicates whether the server believes you have probably had a chance to read the comment.. It doesn't work very well.

    It is...fussy, to be sure.

    More specifically: a solid orange dot signals an unread comment, and an empty dot (outline) signals a read one. You shouldn't see an outline dot return to solid, as long as you have not cleared your cookies and cache.

    That's the theory, at any rate. ;)
