    Just in case it's pertinent: could you please tell us what operating system/browser you use to view the site?

    macOS 10.12.6, Chrome 64.0.3282.167. I see the same thing on Safari 10.1.2 (12603.3.8). At this writing, it's present on https://www.dailykos.com/?page=2, now with 4% and 1% and the same issue.

    A likely explanation is that a bar too small to contain its "X%" label is re-rendered at a fixed minimum width, rather than (say) rendering at the appropriate width and putting the label to the right of the bar (as is implicitly done for 0%).

    That's quite possible, yes. In any case, I'm guessing that proportionality is only approximated due to similar complications of scale.
    It would help for things to be a bit less incongruous though.
