These popups ask for a response but the lower section is always hidden, so the only possible response can be a refusal. You might move the click button to the top.

Thanks, Judith, for raising this issue.
May I ask what browser and operating system you're using to view the site? If you're using a mobile device, what sort is it? That information could help us see what you're seeing that's problematic.

Thank you for reply. I think I figured it out finally.
What I see is a plea for something or other, at the top a choice to
"skip action", and no indication where to TAKE action.  No button. no
"click here". Slow-brain me. I finally tried clicking on the popup
itself and lo! there it was.
Problem solved, but you might consider adding a /click here/ somewhere
high up, because the picture appears to be partly concealed under the
task bar at the bottom. Maybe everyone else understands what to do right
    away.
    Thanks again.

(I use Mozilla Firefox on a PC.)

    Ah, I see.
Thank you for explaining. You are quite right, it's always interesting to realize how many different approaches there are to interpreting a display like this. I appreciate your persistence in figuring it out and your sharing of the result you had.
